State of Montana Operations and Medicaid Section Supervisor (14672) in Helena, Montana

The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Developmental Services Division. This position oversees and conducts data research and analysis for the division to support management decision making for establishing rules, policies, program practices and for making projections of program benefit levels. Provides fiscal impact analysis based on utilization and claims data as appropriate for programmatic or legislative changes and updates. The Section Supervisor responds to a variety of requests for data analysis from the Administrator, Bureau Chief(s), program staff, and the legislature and associated sources. Position also identifies ongoing needs for data research and analysis from division and program activity and initiates studies and evaluations to support operations. Position identifies potential problem areas, proposes solutions and, when necessary, determines the need for further data analysis. Position develops the methodology for collecting, extracting, and processing data and information, and conducts research and analysis to support problem solving and potential solutions. Analysis performed by this position will determine the projected level of program benefit expenditures. Position works with Fiscal and Program Bureau Chiefs and Budget Analyst on development, tracking and projecting the divisions Medicaid budget expenditures. The Operations Research Section Supervisor assists the division in the process of redesigning and implementing an updated Medicaid Management Information System (MMIS) for the department. Position works with other users and program experts to identify new system requirements and insures that developed system meets business needs. Qualifications for this Career Opportunity * * * Knowledge of business and management principles involved in strategic planning, resource allocation, production methods, and coordination of resources. * Broad knowledge of principles, practices and procedures in public health, social services and statistical analysis to complete difficult and diverse assignments. Knowledge of economic principles and how they relate to human services. * Skill in applying mathematics, economics, and principles of accounting. Including the application of arithmetic, algebra, geometry, calculus, statistics, econometrics, utilizing analytical techniques. Skill in translation of data, data tables, and statistical information. * Knowledge of budgeting, financial and fiscal processes and procedures and keeps abreast of changes. Knowledge of concepts, practices and procedures for estimation of costs associated with a project. Knowledge of design techniques, tools and principles necessary for creating new programs. Knowledge of federal and state statutes and regulations for all programs within DSD. Knowledge of the reimbursement methodologies for DSD programs. * Meet minimum qualifications: o Bachelor’s degree in economics, statistics, accounting, finance, or related field. o Six years of professional data or financial job-related work experience such as economic or mathematical modeling and predictive analysis. o Two years of supervisory experience is required. o Other combinations of related education and experience may be considered on a case-by-case basis. o Preference given for experience using a Medicaid data system such as Medicaid Management Information Systems (MMIS), or a similar high-level enterprise Medical claims interface. o Preference given to individuals with advanced experience using SQL, Statistical Analysis System (SAS), or other statistical software packages. * * How to Apply To be considered for a DPHHS position, submit the following required documents with your application on the State of Montana Careers website.
