State of Montana Process Improvement Lead in Helena, Montana

The Process Improvement Lead assists the Internal Control and Compliance Officer in providing management with objective assurances on compliance and controls, as well as suggestions for improvement in department operations, processes, and internal controls. The position interprets and applies complex accounting and auditing standards, and state and federal laws and regulations, including uniform guidance. The literature can be complex, vague, and highly technical. The position provides assistance and guidance to agency management and program staff by making decisions and solving problems based on federal regulations, audit findings, and accounting policy. This positioncollaborates with management to improve processes across DPHHS. This position provides technical assistance in audit related services, evaluates risk and provides suggestions for mitigating risk. The Leadassists in designing and implementing monitoring processes to ensure compliance with federal regulations and effective internal controls. The Process Improvement Lead conducts periodic compliance reviews of higher risk areas to ensure procedures are up-to-date and followed. The Lead alsoverifies related policies and procedures have been documented, implemented, and communicated. The position provides training and communicates requirements on federal compliance requirements and the uniform guidance to Compliance Specialists, as well as program and financial staff across the department. The position prepares management reports on results of compliance reviews. The Lead tests and monitors audit Corrective Action Plans. Qualifications for this Career Opportunity * * * Knowledge of Generally Accepted Accounting Principles, data processing, management techniques, quantitative analysis, and state laws and regulations * Advanced knowledge of Government Auditing Standards and federal laws and regulations, including Uniform Guidance * Skills in evaluating, analyzing, and documenting internal controls. * Skills in interviewing and eliciting necessary information * Skills in diffusing volatile situations * Skills in building rapport, establishing strong cooperative working relationships and can interact with a variety of people * Skills in supporting others through mentoring * Ability to interpret applicable federal and state laws and regulations, and new and developing legislation * Ability to make recommendations for program changes that will ensure compliance and effectiveness of department actions * Ability to conduct substantial in-depth process reviews and analysis to resolve critical problems or develop new processes * Ability to present ideas and information including complex and technical material in a logical sequence others can understand * Ability to express ideas for continuous improvement and producing work of excellent quality * Meet minimum qualifications: o Bachelor’s degree in Accounting, Business Administration or Finance; Accounting is preferred o Five years of audit, grant management, other job-related work experience; Audit or Grant Management is preferred o Other combinations or directly related education and experience maybe considered on a case by case basis * * How to Apply To be considered for a DPHHS position, submit the following required documents with your application on the State of Montana Careers website.
