CITY OF HELENA Procurement Officer in HELENA, Montana

Job PurposeUnder the Direction of the Finance Director, this position provides professional procurement services, with full fiscal authority, for the City of Helena. This position maintains expert knowledge of federal, state, and local regulatory requirements. Develops and monitors policies, provides a framework for procurement processes, and acts an an advisor to departments regarding the strategic selection and sourcing goods and services, including but not limited to those for public services, technical and professional consulting, architectural and engineering, construction and infrastructure maintenance and repair, and real property acquisition. This position provides training to departments and must build strong relationships with department personnel. This position communicates with suppliers, vendors, and businesses to ensure transparency and competitive environment in doing business with the City. Can negotiate contracts and agreements to maximize benefits on behalf of the City of Helena. Work ScheduleMonday through Friday, 8:00am to 5:00pm. License and/or Certificate RequirementsPossession of or ability to obtain one or more of the following: Certified Professional Public Buyer (CPPB)Certified Public Purchasing Officer (CPPO)Certified Professional in Supply Management (CPSM) Must possess a valid drivers license with acceptable driving record at the time of hire and have the ability to obtain a valid MT drivers license within six months of hire. Minimum QualificationsThis position requires a bachelors degree in Business or Public Administration or related field. The position requires five years of directly related, progressively responsible experience. Other relevant combinations of education and work experience may be evaluated on an individual basis. This position requires a high level of originality and thinking due to complex governmental responsibilities surrounding procurement. Analytical and statistical skills are essential . Innovation is required to implement effective and efficient processes and identify strategies to contend with every bid agreement, and contract, which are separate and unique in every circumstance, and are often fraught with multi-faceted challenges that could be legally disputed.
