[DNRC Logo.jpg] First Review will be 6/12/2024 TheDNRCis actively seeking a Canals Engineer to provide engineering design and support services for Department owned State Water Projects. This position is eligible for the 4% Statutory increase on July 1, 2024. The State of Montana, specifically DNRC Water Resource Division’s State Water Projects Bureau, administers the operation, maintenance, management, and rehabilitation of 19 Water Storage Projects including 23 dams and over 250 miles of irrigation canals. This position is within the Bureau’s Project Management Section and is focused on repairing and rehabilitating existing water conveyance structures. Work Unit Overview: * The principal function of the State Water Projects Bureau is to operate and maintain state-owned water projects that provide water storage, irrigation water delivery, flood control, recreation, and other natural resource and public benefits. The Project Management Section provides for the continued safe operation of state-owned irrigation systems by facilitating rehabilitation projects, performing annual inspections, implementing repairs, coordinating maintenance and operation activities, managing project lands, and assisting water users’ associations. *Job Overview: Personnel in this position perform a variety of technical engineering and project management functions relative to the rehabilitation, repair, maintenance, and operation of irrigation canal systems and project lands owned by the DNRC. These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent. Duties of this position include: * Oversight of operation and maintenance activities associated with the Department’s State Water Projects (SWP). * Design and implementation of emergency repairs on SWP canal systems as needed to sustain contracted water deliveries. * Identification, prioritization, and planning of repairs and rehabilitation efforts, and management of infrastructure improvements. * Site visits and field work are frequently required to assist water users with repair procedures and to evaluate potential project sites. Incumbents will also be responsible for performing the required analysis and design work to evaluate and rectify deficiencies on state-owned canals and related structures. This includes: * Site inspections, preparing technical reports, engineering analysis, procurement and management of design consultants, preparation of construction documents, and management of construction contracts. * Work is typically performed in the office, however travel and fieldwork is required, approximately 25%. Field work will occur at various times in the year and in any weather conditions. Emergency repairs are variable and can occur 24/7. Ideal applicants should have experience with engineering design and project management that is applicable to water conveyance systems. Licensure in Montana as a Professional Engineer is required within 6-months of hire. * A minimum of 2-years of applicable post- professional engineer licensure experience. /The Agency may use a Training Assignment. Additionally, DNRC will consider candidates without a Professional Engineer License if they have their Engineering Intern certification and are able to obtain professional licensure within one year of hire./ Expertise in a specialty area of civil engineering that is applicable to irrigation systems (e.g. geotechnical, hydrology, hydraulic, structural). This may be either specialized education (e.g. a master’s degree, graduate coursework, or an undergraduate focus in a relevant specialty area of civil engineering), or specialized experience. The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to a Bachelor of Science degree in Civil Engineering; specialized training in water project designs, construction methods and materials; and at least two years of experience directly related to water resources design and construction or water project operation and maintenance. * Thorough knowledge of civil engineering fundamentals with specialization in water project structural design and construction, hydraulics, hydrology, soil mechanics, and water resources is required. * Considerable knowledge of surveying, water measurement, irrigation systems, legal land descriptions, contracts and agreements, design and construction practices, economics, computers, engineering software, and technical writing is desirable. * Strong oral and written communication skills. * Must be skilled in the use of computers. * Experience with word processing, spreadsheets, CAD, GIS, hydraulic analysis programs, water measurements instruments, surveying instruments, and soils and concrete testing equipment is desirable. SPECIAL INFORMATION: * * Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months. * Applicants must be able to climb embankments, walk on uneven surfaces for up to a mile and crawl through confined spaces such as siphon pipes. * Selected candidate may be eligible to receive relocating expenses per DNRC Moving and Relocation policy. *ELIGIBILITY TO WORK: *In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States.
