State of Montana Program Budget Analyst in Helena, Montana
We are looking for Program Budget Analyst to join our team as part of the Air Energy and Mining Division. This position has responsibility for budget and accounting processes for the Division. This requires knowledge of SABHRS, MT Pi (contract management system), Excel and Oracle. This position prepares various financial reports to ensure the ongoing compliance of financial activities with associated funding requirements and accounting standards.
Essential duties include preparing, examining, and analyzing accuracy of financial records for accounting functions. Researching budgeting issues and advising the Division staff on how to comply with Department of Administration, Office of Budget and Program Planning (OBPP) and Legislative requirements. Analyzing current revenue and expenditures to project adequate revenue for future expenditures rates. Making recommendations to establish long range fund stability. Managing grants and contracts for the division and serving as a resource for division’s staff on procurement and grant administration. This position will coordinate with the Financial Services Bureau staff and the fiscal staff in the other Divisions. This position will serve as a backup for the division Fiscal Manager.

Bachelor’s degree in accounting or public or business administration with accounting or financial management emphasis.
Five (5) years of experience with budgeting, accounts receivable, accounts payable, payroll, fixed assets, and general ledger entries that follow generally accepted accounting principles to facilitate accurate financial statement preparation and customer service in a governmental or non-profit setting.
Experience working with databases, spreadsheets and the design and automation of accounting and reporting processes.
