State of Montana Program Specialist -Board of Water Well Contractors Program Manager in Helena, Montana

Work Unit Overview: The Water Resources Division is responsible for promoting and coordinating the beneficial use, conservation, protection, and development of Montana’s water resources. The Division carries out its duties to promote the general welfare, economic and social prosperity of the people of Montana. Sound coordination of the development and utilization of the state’s waters allows the Water Resources Division to protect existing uses and to promote adequate future supplies for domestic, industrial, agricultural, and recreational needs, as well as the conservation of water for wildlife, aquatic life, and other beneficial uses. The Montana Board of Water Well Contractors (Board) is administratively attached to the Department of Natural Resources and Conservation, Water Resources Division, Water Operations Bureau. The Board comprises seven members consisting of four representatives of the well drilling industry, a representative of DEQ having knowledge of water quality and public water supply requirements, a representative of Bureau of Mines having knowledge of geology and groundwater, and a representative of DNRC having knowledge of water rights and groundwater development. The Board's purpose is to minimize the waste and contamination of groundwater resources through licensing and regulation of drillers of water and monitoring wells. The Board is charged with protecting health and general welfare by overseeing the development of underground water in an orderly, sanitary, and reasonable manner. The Board develops and enforces standards to ensure that drilling and completing water wells and monitoring wells are done properly. The DNRC provides administrative and professional support to the Board. Job Overview: * The Program Manager performs and manages complex professional, technical and administrative duties in support of the Board including implementing policies, procedures and programs established by the Board. The Program Manager conducts and manages investigations of complaints, mediation of complaints and assists the Board with disciplinary actions. The Program Manager is responsible for managing the water well construction standards, keeping current on new technology and discarding obsolete practices. The Program Manger initiates and supervises all changes to the Administrative Rules of Montana and develops proposed changes to the Montana Code Annotated. The Program Manager is the executive assistant to the Board and manages the directives of the Board and implements Board actions. The Program Manager is responsible for licensing, both new licenses by administering exams and license renewals. The Program Manager maintains records and data bases for each driller. The Program Manager approves the continuing education classes and offer suggestions for classes and training. The position requires professional knowledge of; geology, geo-hydrology, sanitary construction standards, different methods of well drilling/construction. SPECIAL INFORMATION: * * Candidates must be eligible to work in the United States.
