State of Montana Program Specialist/Housing-Tenant Based in Helena, Montana

Montana Housing strengthens our vibrant communities by supporting access to safe, affordable and sustainable homes for Montanans whose housing needs are not met by the market. Our professional and courteous staff work to create a variety of housing opportunities for Montanans by partnering with local organizations across the state and leveraging federal housing funds available to Montana. Montana Housing staff can assist with buying a home, down payment assistance, mortgage servicing, reverse annuity mortgages, rental housing assistances, and multifamily rental development. As a Program Specialist for the Housing Division, with the Department of Commerce, you will be responsible for managing local public housing agency contracts, typically encompassing two field agent areas involving a caseload of 500 families and 300 landlords. You will manage an assigned portion of a $40M Section 8 Program portfolio, ensure compliance with HUD and State regulations and provides technical assistance to property owners, tenants, prospective tenants and field agent staff. Job Overview: You will also be responsible for enforcing required policies on independent local contractors administering contracts for HUD including HUD-managed properties throughout the state including special damage/vacancy claims; annual rent increases; approving and processing payment vouchers; approving, completing and processing contract renewals; responding to emergent housing issues facing clients throughout the state; checking compliance for fair housing and waiting lists; conducting compliance reviews on all transactions submitted by Field Agents, conducting on-site property/document reviews and follow-up to physical inspections; reviewing management decisions; and providing budget and technical assistance to owners/agents. Experience with eligibility determination as well as housing program certification preferred to include: * Certified Professional Occupancy * Housing Choice Voucher Occupancy Specialist * or other housing professional; e.g., Certified Credit Compliance Professional * Certifications must be from a nationally recognized housing certification program, such as AHMA, NCHM, Spectrum, NAHRO, Nan McKay, Quadel, or Nelrod. Other combinations of experience and education will be considered. The successful candidate will be required to obtain CPO (Certified Professional of Occupancy) certification or an equivalent within the first year of hire. Knowledge of: * advanced knowledge of the principles and practices of governmental accounting and contract administration. * complex eligibility requirements, HUD housing standards, program guidelines and regulations. negotiation and mediation methods and techniques; training and education principles; administrative processes; specialized housing software management software; and public relations. * Skills in:* * project planning and monitoring; written and oral communication; attention to detail; excellent time management practices; independent judgment; negotiation; mediation; developing effective working relationships with a variety of individuals and agencies; and in developing approaches to sensitive issues significantly impacting property owners, managers, and tenants. * the operation of personal computers including word processing, spreadsheet, database programs, Internet, shared file systems and email; office equipment such as a copy machine, cameras and video equipment, telephone, and calculator; and a motor vehicle (with a valid Montana driver’s license).
