SUMMARY OF JOB DESCRIPTION
The Analyst ,Cost of Service and Pricing/Rate Design is responsible for researching, developing, managing, and defending in regulatory processes NorthWestern Energy's electric and natural gas cost of service and pricing/rate design studies and filings before the Montana Public Service Commission (PSC) and the Federal Energy Regulatory Commission (FERC). This position will report to the Director of Regulatory Affairs.
DESCRIPTION OF ESSENTIAL FUNCTIONS

Ensure all actions are consistent with NorthWestern Energy's values, mission, and strategic business objectives
Plan, prepare/develop and/or coordinate preparation/development of Cost of Service and Pricing/Rate Design studies and analyses, as well as the development of testimony and workpapers for regulatory filings, memos and presentations for executive briefings and external communications. Work will include the development of new and innovative service offerings and tariffs designed to be revenue neutral and meet NorthWestern Energy's strategic needs and the development of cost shift analysis consistent with the cost of service study results.
Coordinate internal and external resources to ensure accurate and timely regulatory filings and testimony
Develop and sponsor testimony to support regulatory filings, respond to discovery, and testify at contested regulatory hearings
Work across multiple functional areas to develop and implement cost allocation and pricing/rate design strategies and studies and work in close coordination with finance to ensure rate design is revenue neutral
Communicate effectively with all levels of management pertaining to rate and regulatory matters
Advocate and partner with internal and external resources, including customers, to ensure that NorthWestern Energy's pricing/rate design appropriately reflects stakeholder objectives
Maintain a high level of knowledge of relevant tariffs, statutes, and regulations, including proposed and final rules
Foster a constructive relationship with Montana Public Service Commission and Montana Consumer Counsel staff and other key stakeholders
Travel up to 10% is required
Demonstrate and maintain a good safety record
Bachelor's degree in accounting, finance, engineering, economics or comparable, relevant professional degree
Master's degree desirable.
Minimum 5 years preferred of progressively increasing experience performing cost of service studies and pricing/rate design at an electric utility up to and including the supervision of the preparation of such studies and analysis. Similar experience with natural gas services is also preferred
Experience preparing, presenting, and defending cost of service and pricing/rate design work products particularly in contested regulatory proceedings preferred
Experience testifying as a witness in regulatory proceedings preferred
Demonstrated high level of initiative and ability to work under significant time pressures
Demonstrated ability to work well as part of a team
Exhibit the ability to learn and understand NorthWestern Energy's corporate strategy and business model
Demonstrated business acumen including the ability to interpret company financial statements and familiarity with accounting concepts and practices, public utility revenue requirement, and utility tariffs
Maintain a high degree of confidentiality and exercise sound business judgement
Excellent verbal and written communication skills
Ability to manage multiple projects and priorities
