State of Montana Section Supervisor- Nonpoint Source and Wetlands in Helena, Montana

We are looking for a Section Supervisor to join our team in the Water Quality Planning Bureau of the Water Quality Division. The Section Supervisor is responsible for the Nonpoint Source and Wetlands Programs. Nonpoint source pollution typically comes from diffuse sources, such as grazing, timber harvest, abandoned mine lands, irrigation, recreation, and septic systems. It includes a wide range of pollutants and conditions, including nutrients (nitrogen and phosphorus), heavy metals, sediment, loss of riparian habitat, streamflow alteration, and temperature changes. Montana’s goal is to provide a clean and healthy environment by protecting and restoring water quality from the harmful effects of nonpoint source pollution. We believe this can best be achieved through voluntary implementation of land, soil, and water conservation practices. Wetlands are valuable for providing flood and erosion control, enhancing water quality, and providing wildlife and fish habitat. Wetlands continue to be impacted and lost as roads are expanded, land is developed, and due to cumulative impacts from numerous activities such as draining, changes in land management, and landowner preference for open water ponds. DEQ's Water Quality Planning Bureau is responsible for coordinating and providing leadership to wetland conservation activities statewide. These projects range from an evaluation of wetland impacts in the State of Montana, to developing education and information about Montana wetlands, to a local partnership composed of local government, wetland ecologist, and community volunteers to inventory wetlands for restoration and management needs. The Section Supervisor is responsible for the implementation of agency, division, and bureau direction and the oversight of day-to-day operations of the programs within their Section. This position leads staff to accomplish goals by clearly and effectively communicating priorities and expectations to personnel, develops and coordinates annual work plans with personnel, provides meaningful and timely feedback to personnel, manages personnel, implements the professional growth matrix, and aligns operations with DEQ strategic plans. This position works with its Bureau Chief to establish direction, identify strategy, inform of interest/controversy, and assess effectiveness of operations. Other responsibilities include: implementing policies and procedures to ensure regulatory compliance and continuous business process improvement; managing program funding in compliance with the statutory and funding source requirements for the programs by setting fiscally responsible goals, monitoring budgets, and evaluating results; and developing stakeholder relationships and fostering communication among diverse interest groups regarding program activities with the intent of finding mutually beneficial solutions to problems. The Section Supervisor position includes a career ladder for professional development and pay progression. * Bachelor’s degree in Environmental Science, Environmental Engineering, Aquatic Biology, Geology, Limnology, Hydrology, Natural Resource Management, or a closely related field. * Three or more years of progressively responsible experience including demonstrated leadership or supervision, may include experience from informal roles, and proven ability to manage multiple priorities and meet deadlines. * Preferred experience with business and management principles involved in planning, resource allocation, setting priorities, human resources management, leadership techniques, coordination of people and resources, and communication skills focused on stakeholder outreach. * Preferred education or experience in program area. * May require current valid Driver’s License and clean driving record in accordance with State of Montana Vehicle Use Policy.
