Flathead Conservation District Permit Specialist in KALISPELL, Montana
Overview: The Flathead Conservation District (www.flatheadcd.org) seeks a Permit Specialist to provide supporting services for the administration of the Natural Streambed and Land Preservation Act (“310 Law”) and 310 Permits. The successful applicant is team-oriented and demonstrates excellent organizational skills and attention to detail. They are comfortable working for a board-directed organization, and must be able to have consistent, professional interactions with the public and agency officials. This position is responsible for a variety of administrative tasks including processing applications, complaints, and notices of emergency; maintaining FCD Adopted Rules and 310-related records, forms, and files; and communicating with the Board of Supervisors, staff, applicants, agencies, and the public.This is a full-time position (40 hrs/week) and requires attendance at regular meetings (up to twice per month) and some local travel. This position reports to the Resource Conservationist and is located in Kalispell, Montana. Please note that this is not a field job - approximately 90% of the duties are office-based.Duties:Administration and Management of Stream Permits - Maintain data systems (310 permit data) - Process applications, complaints, and notices of emergency - Maintain FCD Adopted Rules and 310-related records, forms, and files - Manage and distribute 310 forms - Use Flathead County GIS and Montana Cadastral, and interpret aerial photos and maps - Coordinate and schedule on-site inspections - Attend on-site inspections and provide assistance with documentation - Assist Board of Supervisors to compile information, media, documentation, and reports from on-site inspections or otherwise related to permit records - Written, phone, or electronic correspondence related to permits - Track follow-up visits and reporting - Assist with digitization of archived permit records - Communications with the Board, Staff, applicants, agencies, and the public - Attend 310-Permit Meetings of the Board of Supervisors - Manage permit files and ensure completion of forms during meetingsCommunicate with board and staff on all job dutiesPerforms other duties as assigned by the Resource Conservationist or Board of SupervisorsRequired Knowledge, Skills, and Abilities:Minimum qualifications: High school diploma or equivalent credential such as a GED is required. Associate or bachelor’s degree in a field related to natural resources, office management, legal/records administration is preferred. Must be proficient in the Microsoft Office Suite including Excel, Word, Outlook, and PowerPoint and other document management software such as Adobe Acrobat. Must have excellent organizational skills and attention to detail. Must be able to have consistent, professional interactions with the public and agency officials. Salary and Benefits:Salary is commensurate with experience within the guidelines of the Federal Pay Schedule. Position follows the Federal Pay Schedule for grade/step increases and cost of living adjustments. The starting salary range is Grade 6 / Step 1 to Step 4. Permanent full-time employees are entitled to receive medical benefits and earn prorated annual vacation and sick leave benefits. All employees are granted paid legal state holidays as specified in MCA 1-1-216. Employees are required to participate in the Montana Public Employees Retirement System. An optional 457 plan is available.
