Interior, Bureau of Indian Affairs Fire Management Officer in Lame Deer, Montana

Summary This position is located with the Bureau of Indian Affairs, Superintendent, Northern Cheyenne Agency in Lame Deer, Montana. OPEN UNTIL FILLED. 1st certificate will be issued after 9/16/2021. Then next subsequent cut-off date will be 10 working days thereafter as needed. Recruitment or relocation incentives may be authorized. A service agreement will be required. Responsibilities Duties listed are at full performance grade GS-11 level. Serve as a technical advisor and coordinates the accomplishment of fire management planning to support the development of forest land management goals and objectives. Direct all aspects of the unit's fire and aviation program.. Responsible for coordinating the accomplishment of the unit's fire management activities, program direction, coordination, and evaluation of the fully integrated fire management program. Review and evaluate fire management plans for technical soundness and adequacy in accordance with regional and national policies. Oversee the completion of analyses of the role of fire and its use or exclusion including smoke management. Ensure field inspections are conducted before and after wildland and prescribed fire to ensure objectives are met. Provide technical and administrative supervision to the fire staff. Establish guidelines and performance expectations for staff members; resolve informal complaints/grievances; assure subordinates are trained and comply with the provisions of the safety regulations. Responsible for coordinating the development of short and long-range fire management program plans, fire management activities on the unit, and integrating the units fire management program with other disciplines and interagency partners to achieve goals consistent with the Federal Wildland Fire Policy and agency manual direction. Plan, coordinate and monitor projects or studies or operating assignments. Coordinate support in evaluating progress of state and local capabilities, authorities, plans, and procedures as they relate to the fire management planning. Direct and supervise all phases of budget management to assure balance in the organization at varying levels of funding, and initiates changes as appropriate. Coordinate, prioritize and allocate funding for fire facilities and equipment needs ensuring they are adequate to meet the forest program of work and associated targets. Monitor the expenditure of emergency fire funds to ensure fiscal integrity. Coordinate and implement cooperative fire agreements and activities with other agencies and entities, such as federal, tribal, state and local agencies. Provide advice and counsel to the line officers on the development of strategies and recommends appropriate course of actions for all incidents consistent with direction in the Forest Plan and agency policies. Requirements Conditions of Employment Qualifications GS-11: Applicant must have at least one full year of specialized experience equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience: Managing or assisting with a component of a wildland and/or prescribed fire management program. Assisting in developing and implementing a partial fire program budget taking into consideration changing priorities. Implementing agreements with cooperators and maintaining relationships with entities external to the organization regarding fire management program issues. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. The education must have been obtained in an accredited college or university. OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university. Selective Placement Factors The applicant must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position: Pathway #1: TFLD and ICT3 or RXB2 OR Pathway#2: Helibase Manager Type 1 (HEB1) and Incident Commander Type 3 (ICT3) or higher.. Currency is not required for the NWCG qualifications listed above. As a condition of employment must complete M-581 within one year of entry on duty. A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume. In order to be considered for this position, copies of your Incident Qualification and Certification System (IQCS) Master Record (or equivalent training documents) which contain documented proof of the certification or attainment of the IFPM Selective Placement Factor for this position MUST be attached to your application. This position has been identified as Moderate Complexity under the Interagency Fire Program Management (IFPM) and is subject to selective placement factor requirements contained in the Interagency Fire Program Management (IFPM) Standard and Guide when filling this vacancy. IFPM or FS-FPM selective placement factors are made up of a primary and secondary National Wildfire Coordinating Group (NWCG) core Incident Management Qualifications and Required Training. The applicant must possess these qualifications at the applicable complexity level to be considered eligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System. WORK CAPACITY TEST (WCT) for Wildland Firefighters: This position participates in wildland firefighting activities. Based on the type of work performed, TAKING and PASSING the WCT at the ARDUOUS, MODERATE, or LIGHT level is a condition of employment.
