Kootenai Valley Head Start Health and Disability Services Coordinator in Libby, Montana

General Summary of Purpose of this Position:This positions assumes overall responsibility for meeting the federal health performance standards for Head Start programs by planning, administration, implementation and evaluation of the health, nutrition focus area for the Head Start Program.Essential Job Responsibilities: 1. Program Administrationa. Plans and implements health, developmental screening, and growth assessments for enrolled children. Where expertise allows, administers the screening.b. Develops, updates, implements and monitors an annual work plan with involvement and input from staff, parents, Policy Council, Community Partners and other professionals.c. Implements and monitors sanitation, health and safety requirements in program following state and federal guidelines, including OSHA standards.d. Works with food services to ensure compliance with state and federal nutrition regulations, including completing Child and Adult Care Food Program audits and coordinating with health and special diets needs of children as diagnosed by physicians.e. Coordinates with teachers, parents and other agencies in the identification of potential children with disabilities and arrange for special needs or referrals as necessary.2. Human Resource Responsibilitiesa. Organizes provides and tracks in-service staff development training programs related to health, nutrition and mental health.b. Oversees medication administration including obtaining physician authorization and instruction, training staff and monitoring dispensed medications and storage. c. Provides training and/ or assistance to staff for the implementation of health and special services Head Start Programs in both the classroom and home base settings.d. Attends and/ or coordinates meetings with Health Advisory, Management team, staff and parents. Maintains a health advisory team.3. Community/ Parent Relationsa. Assists enrolled families in assuming the primary responsibility for their own health care and connects the child and family with on-going health systems by providing education, related resources and referrals and encouraging active parent involvement in the Head Start health program.b. Serves as a liaison to the health community as a participant in community health issues.4. Financial Responsibilitiesa. Purchases and/ or orders health related supplies for children and families, maintaining an accurate inventory of equipment and supplies.b. Under the supervision of the Director, develops and monitors focus area policies, procedures and budget.5. Record Keepinga. Monitors, tracks and maintains all staff and volunteer health records including staff TB screening and physical examinations and 1st Aide.b. Maintains medical records on enrolled children to ensure that enrolled children have immunizations up to date in accordance with MT state laws, or they have appropriate waivers signed, notarized and on file.c. Contacts appropriate parties to maintain enrolled children’s medical records, including dental referrals, immunizations, health concerns and incidences.Essential Knowledge Skills and Abilities: •Ability to read, interpret and implement documents such as governmental regulations, rules and procedure manuals.•Ability to define problems, collect data, establish facts and draw valid conclusions.•Understanding of early childhood growth and development, teaching techniques, and early childhood education and family support.•Basic counting skills and ability to handle small amounts of cash.•Knowledge of general office procedures and equipment including accounting software, word processors, spreadsheets and custom or online programs or databases. •Ability to verbally communicate ideas clearly for the purposes of supervision, community interaction and education.•Ability to work and communicate with a wide range of individuals from all socio-economic groups•Ability to work with minimal supervision and effectively manage time and work flow.•Ability to frequently lift or move up to 25 pounds and occasionally lift and/ or move up to 50 pounds.•Knowledge of applicable state or federal regulations or laws including: Head Start Performance Standards, State Care Licensing regulations.•Knowledge of specialized professional or industry guidelines and standards.•Extensive knowledge of health, nutrition, dental health and mental health and corresponding state and federal laws and their exemptions regarding health standards for early childhood development centers.•Ability to perform other duties as assigned. Supervision Exercised: •Makes decisions regarding the health component by utilizing the Program Work Plan for the Head Start Program in cooperation with the Director and other Head Start Program staff. Education and Experience: •One to two years of experience in public and community health and/ or nursing field.•One year supervisory experience, and/ or commensurate experience within a Head Start Program.•At a minimum, a baccalaureate degree, preferably related to one or more of the disciplines they oversee. (1302.91 (d)(1).•Willingness to enroll in courses to improve qualifications as may be needed and/ or required by law.Requirements of Employment: •Must obtain CPR, First Aid certification within 30 days of hire. •Must pass pre-employment physical exam with official results documenting no communicable diseases exist. A negative TB skin test as required by performance standards.•Satisfactory results from criminal background check as required by Reauthorization and Child/Adult Abuse Act.
