The primary purpose of this position is to administer the wing's Top Secret (TS) Nuclear Command and Control (NC2) Local Area Network (LAN) as a complete, standalone Information Technology (IT) solution. Responsibilities Administer the Top Secret Nuclear Command and Control Local Area Network. Serves as the Communications Security Responsible Officer (CRO) for administering all cryptographic activities under COMSEC subaccount CA632022 and Top Secret Control Officer (TSCO). Implements and administers the Operations Group (OG) & Unit Personnel Security Program and Security Manager Program. Secure Voice Responsible Officer (SVRO); Government Purchase Card (GPC) Holder; Controlled Area Monitor. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include understanding of a wide range of telecommunications and computer security, network systems management, techniques, requirements, methods, sources, and procedures for the following programs: Information Assurance (IA), Information Security (InfoSec), Computer Security (COMPUSEC), Network Security (NetSec), Communications Security (COMSEC), Electronic Key Management System (AFEKMS), Emissions Security (EMSEC), Secure Telephone Equipment (STE), Security Awareness, Training and Education (SATE), Top Secret Control Account (TSCA), Positive Control Material (PCM) and controlled area security requirements. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of advanced IT principles and standards with expert ability in providing technical advice and recommendations to unit management and others on issues affecting the LAN. Mastery of network system requirements to include operating systems and hardware; able to design and install systems; able to create and set milestones to meet current and future requirements. 2. Knowledge of automated data processing, software and application standards, policies, and techniques; expert ability to comprehend, utilize, support and maintain custom applications delivered by outside agencies; and to translate IT jargon in assisting users to efficiently operate workstations. 3. Knowledge of all governing COMSEC, Positive Control Material, and security regulations, procedures, and local operating instructions. 4. Thorough knowledge of ICBM communication systems operation to support analysis and issue of. communications security problems. 5. Knowledge of administrative and security procedures involved in the production and distribution of classified and cryptographic material. 6. Ability to analyze, interpret, and apply rules, regulations and procedures to a variety of situations and to recommend timely and economical solutions, often with little or no direction. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
