Summary About the Position: You will serve as Resident Engineer, designated as Administrative Contracting Officer and Contracting Officer's Representative, with responsibility for monitoring and controlling the full range of construction activities on Malmstrom AFB. Types of construction can also include the full range of Civil Works, Military Construction, Sustainment, Rehabilitation, Maintenance, and work for others. Responsibilities Plans, organizes, directs, coordinates, schedules, and reviews the full rate of Resident Office activities carried out at Malmstrom AFB. Interpret agency policies, regulations, standards, and procedures and give advice and counsel to employees on technical work and administrative matters. Plan work to be accomplished including establishment of specific objectives, priorities, and preparation of schedules for completion of work. Collaborate with program and project managers, to negotiate, decide on, and/or coordinate work-related changes affecting other elements. Conducts and/or participates in meetings and conferences related to Resident Office activities. Keeps various stakeholders up to date on current activities. Directly manages a staff of professional and technical personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Selective Placement Factor: This position requires possession of a Professional Registration: Professional Engineering (PE), or Professional Architect (AIA). Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
