CUSTER COUNTY Transit Dispatcher in MILES CITY, Montana

Custer County Transit is accepting applications for part time Transit Dispatcher. This position is starts as Grade 10 Entry at $19.60 per hour with a progression to Grade 11, entry $21.03 with completed certified training within 6 months. Work Unit Overview: The Custer County Transit System provides transportation services to county citizens including the elderly and developmentally disabled and handicapped individuals requiring special assistance. The county system is a demand response, which is curb-to-curb service for qualified citizens at flexible times. Job Summary: The Dispatcher coordinates ride requests via telephone and answering systems. The Dispatcher compiles a daily schedule ensuring enough time for Driver response. Assigns the Drivers to particular riders based on locations of originations and destinations to work in the most efficient manner. The Dispatcher determines if riders can be accommodated or declined, suggesting other dates and times to fit their needs as well as the ability of the transit system to accommodate them. The Dispatcher will determine if the rider requires the use of the ADA vehicle(s). The Dispatcher will record the ride into the daily schedule on the Excel spreadsheet. This procedure is very important to tracking rider statistics including the over 60 riders, paratransit riders and riders transported under HSO MOUs. Dispatcher will also issue vehicles, distribute rider schedules, compile and balance fares, rides at the end of the day in cooperation with the drivers. The Dispatcher duties are in addition to the described Transit Driver duties as they will fill in as part-time drivers. The Transit Driver drives passenger vans, or buses to safely transport community citizens, while obeying all traffic laws. This may include transporting the public, senior citizens and/or special needs, handicapped individuals. Dial-a-ride Curb-to-Curb service, and/or other specialized trips for various purposes. Essential Functions (Major Duties or Responsibilities): These duties are the essential functions and are not all-inclusive of all duties that the incumbent performs. ? Be proficient in the use of Excel spreadsheet within 6 months of hire. ? Dispatchers must have good communication skills on the telephone. Often ride requests come from individuals who may have some cognitive difficulties. This requires much patience and the ability to function in a fast paced, time dependent environment. ? The Dispatcher must understand the operations and requirements for the passenger van or bus in transporting the public, elderly, or physically handicapped on a Curb-to-Curb trip according to federal and state laws and departmental policies. Transport Community citizens and individuals with disabilities of all ages for a variety of purposes including medical appointments, work, recreation, shopping, etc. Stay in contact with Transit Supervisor to report any issues or problems. ? Read maps accurately to locate addresses to assign the pick-up, transport, and drop off passengers at their destination arranging for round trips when appropriate. ? Maintain professionalism, patience, courtesy, and understanding in dealing with passengers and drivers to ensure the specific care required for each client. Ensure safe transportation and loading/unloading of elderly and disabled persons and other persons with special needs. ? Attend meetings and training programs to keep current on transit policies, trends, certifications, and improvements in transit technology and laws. Non-Essential Functions: ? May assist in coordinating transit and transportation services with cities and public and private agencies as well as other transit operators. ? Perform other duties as assigned including but not limited to managing special projects, attending meetings and conferences, providing backup for other staff, participating in training, etc. Physical Demands and Working Conditions: The demands and conditions described here are rep esentative of those the employee must meet to perform the essential functions of the job. ? Vocal hearing is required to perceive information at normal spoken word levels. ? Visual acuity is required for depth perception, night vision, peripheral vision, visual inspection involving small defects and/or small parts, operation of motor vehicles or equipment, and observing general surroundings and activities. ? The ability to type, working knowledge of Excel Spreadsheets. ? Maintain professional and courteous demeanor in stressful situations with clients and drivers. Supervision Exercised: List jobs reporting to the subject position and level of supervisory authority. This position does supervise Transit Drivers in that they are the Custer County Transit DER (Designated Employee Representative) per FTA (Federal Transit Administration) regulations. As the DER they ensure Drivers are not exhibiting any signs of drug and alcohol use before going on duty. They do report to the Transit Supervisor any indications of drug or alcohol use. They do assign vehicles and rides. They do not conduct any corrective action other than pulling the driver from the daily rotation if drugs or alcohol use is suspected. They will report any issues with drivers to the Transit Supervisor. They may call in part-time drivers to duty if the schedule requires. Dispatchers will adjust driver schedules due scheduled workload. They will obtain information from clients on complaints and provide that information to the Transit Supervisor. They do fill in during the absence of the Transit Supervisor. Knowledge, Skills, and Abilities: The job requires knowledge of federal, state, and local traffic laws and regulations; bus/van/passenger vehicle operation and light maintenance, the main traffic arteries in the county, map reading, and methods of performing basic pre-trip vehicles to ensure assigned bus/van is in safe operating order. They are knowledgeable of the drug and alcohol testing protocols and policy. Dispatchers will assist in completing the grant reports and applications. Dispatcher will accurately record the information required for the reports of transit operations. The job requires the ability to maintain required records, read and write, accurately document incidents of drug or alcohol impairment as well as personnel issues. Education and Experience: This job prefers a high school diploma or GED, comfortable and knowledgeable with computer skills and customer service, or any equivalent combination of experience and training, which indicates possession of the knowledge, skills, and abilities listed. Must pass pre-employment drug screening as well as random Drug and Alcohol screenings. Licenses: Current and valid Montana Drivers License. Current First Aid and CPR certification and Passenger Assistance or be willing to obtain certification when the class is offered.
