Overview

The Missoula Municipal Court is seeking a highly organized and experienced Court Administrator to support the elected judges in the planning and implementation of court programs, policies, and procedures. In this key leadership role, you will oversee the daily operations of the court, manage staff, and ensure the efficient execution of court functions in alignment with legal and organizational standards. Your expertise in court management, budgeting, and technology integration will be vital in improving court operations and maintaining a high level of service to our community.

** The full range for the position is $41.08 - $50.64/hour and will increase each year for longevity and cost of living adjustments.

Essential Functions

  • Oversee, coordinate, and direct the daily office operations of the Missoula Municipal Court; research, recommend and implement organizational and/or procedural changes; establish department polices and procedures.

  • Supervise and direct employees, including assigning and reviewing work, performance evaluations, and training; participate in hiring, discipline, and termination decisions; provide support by correcting deficiencies, and building strengths to ensure effective working relationships.

  • Administer court business processes and procedures in support of the Judges’ rulings; meet timelines and guidelines in accordance with applicable laws; monitor statutory law revisions and additions; assess and implement changes; oversee court jury system.

  • Ensure efficient exchange of information with treatment providers, probation officers and sentencing agencies.

  • Oversee court electronic interfaces and technology, including system performance, etc.; re-engineer and evaluate court infrastructure needs, including digital video and audio, video conferencing, calendars, integrated justice software, etc.

  • Monitor resolution of user hardware and software problems; ensure data exchange, transfer, and back-up; train employees in use of software; develop standard operating procedures for the court.

  • Prepare, present, and administer the annual department budget; oversee the court’s internal financial functions, reconcile various checking and trust accounts; perform accounting transactions for the court’s financial system related to revenue for the city, county, and state; prepare financial and informational reports; develop and manage capital improvement plans.

  • Collaborate with various other departments, governmental agencies, courts, and stakeholders to promote the integration of electronic data exchange systems and to facilitate change while maintaining the integrity of the legal record in Court.

  • Participate in state committees to facilitate, recommend, and implement court procedures and policies to accommodate legislative laws.

  • Respond to various complaints and inquiries.

  • Perform other duties, as assigned.

Knowledge, Skills and Abilities

  • Knowledge of business management and operation principles and practices, including daily leadership, staff management, Generally Accepted Accounting Practices, payroll processing, etc.

  • Knowledge of project management principles, practices, and procedures, including planning, staff coordination, timeline management, developing workgroups, implementation, etc.

  • Knowledge of records management principals and practices, including electronic document and file management, retrieval systems, etc.

  • Knowledge of or the ability to learn Municipal Court jurisdiction, functions, fundamental work processes for all case types, technology, etc.

  • Knowledge of or the ability to learn public administration principles and practices, including, financial reporting, budgeting preparation, strategic planning, policy development, program development, risk management, etc.

  • Knowledge of and ability to promote department safety considerations, City safety policies.

  • Skill in operating office equipment, various computer software and databases, including Microsoft 365, and the ability to learn job-specific applications and equipment.

  • Skill in information technology management and troubleshooting.

  • Skill in organization, time management and prioritizing with the proven ability to have keen attention to detail and accuracy in performing work with adherence to strict deadlines.

  • Skill in communicating, in person and writing, with the proven ability to establish and maintain effective working relationships with diverse individuals.

  • Ability to train and provide effective managerial guidance to employees in diverse positions.

  • Ability to research, analyze, and provide solutions to various problems and situations.

  • Ability to maintain and exhibit integrity and discretion in handling the confidential and sensitive information.

  • Ability to resolve conflicts with facilitating outcomes while maintaining a calm demeanor.

  • Ability to learn, interpret and apply departmental and City of Missoula practices and procedures, including various statutes, laws, ordinances, regulations, etc. related to Courts of Limited Jurisdiction.

Qualifications and Additional Application Materials

  • Any combination of education and experience equivalent to five (5) years of court management, legal experience, or another relevant field.

  • Must have prior supervisory experience.

  • Court experience, preferred.

  • Experience with software troubleshooting, and computer systems management, preferred.
