State of Montana GNA Program Specialist - 65139 in Missoula, Montana

Montana DNRC (mt.gov) Work Unit Overview: The duty station for this position is the Southwestern Land Office located in Missoula, Montana. The predominant work will be within the boundaries of the Lolo and Bitterroot National Forests and BLM lands, although as the opportunities arise there may be work on other federal lands and other national forests in western Montana. This position will be planning, coordinating, designing, and implementing work in the field in support of the Good Neighbor Authority Program administered by the Good Neighbor Bureau headquartered in Missoula. The position is supervised by the Southwestern Land Office Area Manager. Job Overview: The position coordinates advanced professional forest management activities for the Department’s Southwestern Land Office (SWLO). In close coordination with the US Forest Service and/or the BLM, the position coordinates the GNA program of work on the Lolo, Bitterroot, Helena Lewis & Clark, and Beaverhead-Deerlodge National Forests and BLM lands. Additionally, the position provides contract package review, and technical support, manages the SWLO GNA program budget, and works with the DNRC and federal agency staff to implement various timber sale and service restoration projects to improve forest health, reduce hazardous fuels, and harvest commercial timber from federal lands. Major Duties or Responsibilities: Federal Forest Management Project Planning and Coordination: * The position is responsible for understanding tools and authorities, such as Good Neighbor Authority and Master Stewardship Agreement; working knowledge of NEPA and Farm Bill categorical exclusion provisions; DNRC timber sale contract and sale administration, and policies and procedures that allow state involvement in federal land management. The position is responsible for collaborating with federal partners to plan, manage, and implement federal forest management projects through these authorities. The position coordinates within the DNRC, with other agencies, local governments, and other interested stakeholders to accomplish forest management projects across multiple ownerships. *Federal Forest Management Program Implementation and Administration: The position is responsible for administration, oversight, and implementation of forest management program activities on federal lands under authorities such as Good Neighbor and Master Stewardship, and DNRC timber sale contract and administration rules, polices, and guidelines. Public Relations: Provides program and project expertise and responds to and answers questions from internal and external specialists, other agencies, and the general public regarding the DNRC’s Federal Engagement Program and projects. Promotes goals and objectives, fosters awareness of issues affecting forest resources, and delivers information on project outcomes and progress as requested or appropriate. Our benefits include: * Health Care & Benefits * Retirement * Paid Vacation, Sick Leave and Holidays (a combination of up to 38 per year!) *If you are interested in a complete job description please contact HR at Stacey.Gabrio@mt.gov. *Minimum Qualifications (Education and Experience): * Bachelor’s Degree in Forestry with a forest resource management emphasis or related field and 5 or more years of progressively responsible experience including professional forestry work. * Specialized knowledge of forest management implementation, policy and planning. * Experience with Word, Excel, Outlook, GIS programs, data collection instruments and software. * Capable of vigorous physical activity in all types of weather. * Experienced in working alone in the field, including driving in winter conditions (use of tire chains), operating ATVs and navigating with map and compass. * Be able to participate in Wildland fire suppression, which may require the ability to pass the arduous pack test. * The ability to work with minimum supervision and achieve work objectives. * The position requires routine travel within northwest Montana and occasional travel across the western half of Montana. *SPECIAL INFORMATION: * Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months. *ELIGIBILITY TO WORK: * In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States.
