Position Summary

The Payroll Manager is responsible for the administrative support of day‐to‐day payroll operations on a region‐wide basis; approximately 500 employees in 15 counties. Performs work of moderate to high complexity including technical payroll functions and/or processes, communicating payroll policies and procedures, employee education/training with electronic data systems; and other duties related to payroll such as maintenance of network folders including personnel files.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Review bi‐weekly paperwork for accurate entry and processing; including new hire paperwork, change of status, and terminations
Process bi‐weekly payroll
Develop and run payroll and billing reports as needed
Management of ADP Self‐Service Portal
Troubleshoot payroll issues
Communicate & process payroll adjustments and corrections to employees and/or supervisors
Process retirement, garnishments, retirement loans, child support orders
Process manual checks and special payrolls (relocation expenses, sign-on bonuses, licensure reimbursement, direct care invoicing, Christmas Bonus, COLA, etc.)
Assist with entering deduction & benefit information and other data into employee data base
Identify improvements needed in payroll department & processes
Collaborate to identify and address issues with time entry to payroll data transfers & reports
Reconcile various payroll and finance reports
Calendar & Fiscal Year End processing & W‐2’s
Assisting in payroll related agency audits, 403b audit, ACA, etc.
Maintain shared network folders
Create and/or edit fillable payroll forms as necessary
Additional duties as assigned

EDUCATION AND EXPERIENCE

Associate of Arts or Bachelor’s; or five to ten years of payroll experience, ADP experience strongly preferred
Payroll certification in lieu of formal education acceptable with three to five years of payroll experience
Advanced Excel and Adobe skills required
