Overview

The Missoula Crisis Intervention Team Program (CIT) is a comprehensive and collaborative community-based program that brings criminal justice, first responders, advocacy, and behavioral health system stakeholders together to reduce reliance on jails and emergency rooms, and instead, redirect those in crisis to effective, safe, timely, informed, and recovery-oriented community-based treatment and support services.

Our local CIT Program follows the CIT International and Crisis Now best practice frameworks to improve the Missoula community's response to behavioral health related crises through 1) strong, sustained partnerships between stakeholders, 2) program infrastructure, and 3) systemic changes to our crisis response system.

The CIT Program is seeking a dedicated and experienced professional to join our team as a Research and Evaluation Analyst. In this role, you will analyze and evaluate the effectiveness and outcomes of the CIT program, our Department of Justice Connect and Protect grant and other Crisis Response System (CRS) agencies by collecting, analyzing, managing, and reporting on data related to law enforcement, CRS, and community responses to individuals experiencing a behavioral health crisis. This position is grant-funded and will be housed in the Missoula Police Department.

** The full range for the Research & Evaluation Analyst position is $30.15 - $35.51/hour and will increase each year for longevity and cost of living adjustments.

Essential Functions

  • Collect, manage, and analyze CIT program and/or CRS data to assess community responses to individuals in crisis (e.g., quantifying prevalence rates, identifying contributing factors, and understanding the quality/outcomes of behavioral health crisis interventions rendered).

  • Define CIT program and CRS performance outcomes; track outcome data and use analysis findings to identify trends/patterns, quantify performance, and provide recommendations for the improvement of CIT/CRS strategy and operations (e.g., reducing repeat calls, improving the effectiveness of training opportunities offered to the CRS, addressing systemic issues impeding appropriate responses, etc.).

  • Plan, organize, conduct, and develop complex CIT/CRS performance evaluation reports aimed at communicating data analysis findings and assessing CIT/CRS effectiveness, efficiency, and/or compliance with best practices.

  • Develop and administer qualitative and quantitative data collection tools (e.g., surveys, questionnaires, polls, performance evaluation forms, records management systems, service documentation tools, etc.).

  • Create written and visual resources for a variety of audiences, such as graphics, guides, logic models, etc.

  • Promote, cultivate, and manage collaboration between CIT partners and various stakeholders, including law enforcement, mental health and supportive service providers, individuals living with mental illness, etc.

  • Assist CIT program and CRS leadership in developing and improving the CIT program and the CRS by leading/participating in projects and initiatives, such as: strategic planning, operational planning, and other activities intended to proactively address/improve mental health and addiction services.

  • Lead, facilitate, and participate in community meetings; prepare and present data analysis findings to advisory groups, policy makers, citizens, and other interested parties regarding the efforts of the CIT Program.

  • Research and advise policy makers on the needs and requirements of the CIT Program and CRS.

  • Perform other duties, as assigned.

Knowledge, Skills and Abilities

  • Knowledge of basic criminal justice, behavioral healthcare, and/or crisis response procedures and practices, including behavioral health crisis response and systemic inequalities.

  • Knowledge of advanced uses of Microsoft Office Suite, various databases, and other statistical and mapping software, with the ability to interpret and analyze large data sets to create complex documents and materials.

  • Skill in preparing clear, accurate, complex, and concise reports, to include narrative, graphs, maps, and charts for varied audiences.

  • Skill in negotiating and communicating, in person and in writing, with the proven ability to establish and maintain effective working relationships with diverse individuals.

  • Skill in effective time management, with the ability to handle multiple priorities and deadlines.

  • Skill in public speaking, with the ability to present data, reports, and other findings to a variety of diverse groups and individuals, while facilitating positive outcomes and maintaining a calm demeanor.

  • Skill in the use of design tools, including the ability to lean job-specific software, applications, and equipment.

  • Ability to research, analyze, and provide solutions to complex problems and situations.

  • Proven ability to maintain confidentiality of sensitive and criminal justice information.

  • Ability to participate in a team-oriented environment, contributing to a variety of projects, while collaborating to support the department/City objectives.

  • Ability to learn City and departmental policies, procedures, and practices.

Qualifications and Additional Application Materials

  • Any combination of education and experience equivalent to six (6) years of professional experience in criminal justice, social science, mathematics, computer science, public administration, or another relevant field.

  • Must have a valid Montana driver’s license with a verified acceptable driving record, or the ability to obtain within 30 days of hire.

  • Must pass a police background investigation.

  • Experience in public health, community mental health or criminal justice, preferred.
