** The full range for the position is $36.03 - $43.90/hour and will increase each year for longevity and cost of living adjustments.

Essential Functions

  • Oversee the coordination and progress of daily stormwater system operations and maintenance functions, including installation, maintenance, and repairs on components of the system, inspections, testing, and data collection.

  • Supervise employees, including assigning and reviewing work, and training; provide recommendations in hiring, discipline, and termination decisions; provide support by correcting deficiencies and building strengths to ensure effective working relationships; guide and monitor the work of other City staff performing duties associated with the operations and maintenance of stormwater facilities.

  • Perform preventative maintenance, inspections, and cleaning of stormwater system components and green infrastructure, such as: swales, medians, rain gardens, etc.

  • Oversee the safe operation of equipment and participate in safety training.

  • Participate in the development and management of various stormwater system construction projects.

  • Oversee projects performed by outside contractors to ensure compliance with standards and regulations.

  • Respond and inspect flooding and/or infrastructure failure complaints.

  • Implement and oversee restoration of private property damaged by City stormwater runoff.

  • Track and record water quality protection metrics; complete Department of Environmental Quality (DEQ) documentation.

  • Provide verification of stormwater facility installations, reviewing for accuracy and correcting errors.

  • Respond to questions, concerns, and other inquiries from customers, consultants, contractors, etc.

  • Draft contracts, agreements, and letters to contractors and/or homeowners regarding city ordinances.

  • Ensure work orders are entered accurately and reports obtained to maintain compliance.

  • Prepare, update, and submit labor and equipment costs.

  • Prepare year-end reports, graphs, data, maintenance history reports and presentations used for budget, and infrastructure and maintenance improvements.

  • Track annual repair costs.

  • Provide maintenance information and reports for DEQ.

  • Provide support in locating and marking stormwater system assets.

  • Assist in the development of annual operating and capital budget.

  • Communicate stormwater system needs, problems, and concerns with the Stormwater Superintendent.

  • Maintain inventory, order parts and supplies, schedule vehicle maintenance.

  • Perform other duties, as assigned.

Knowledge, Skills and Abilities

  • Knowledge of public administration principles and practices, including budgeting, risk management, staff management, training, supervision, project management, etc.

  • Knowledge of stormwater system and best management practices, including operation and maintenance.

  • Knowledge of, and ability to promote, department safety considerations, City safety policies, OSHA standards and guidelines.

  • Skill in monitoring safety guidelines and procedures.

  • Skill in operating office equipment, various computer software and databases, including Microsoft 365, and the ability to learn job-specific applications and equipment.

  • Skill in communicating, in person and writing, with the proven ability to establish and maintain positive working relationships with diverse individuals.

  • Ability to operate hand tools and small powered equipment.

  • Ability to lead and train staff in safety protocols and various other job-specific areas.

  • Ability to maintain and prepare records, reports, and correspondence.

  • Ability to learn the operations of heavy equipment, such as: mini-excavators or skid steers.

  • Ability to problem-solve and resolve conflicts with facilitating outcomes while maintaining a calm demeanor.

  • Ability to maintain and foster a culture of professionalism, adhere to departmental and City standards and specifications, and support a positive team environment.

  • Ability to learn and interpret departmental and City of Missoula policies, practices, and procedures, including Missoula Municipal Code, and other local, state, and federal wastewater treatment, sewer, and water quality regulations, including the City’s Municipal Separate Storm Sewer System (MS4) Permit.

Working Conditions:

  • Position requires the ability to lift and maneuver 50 lbs. or less.

  • Work environment may include exposure to occupational hazards, chemicals, biohazards, construction hazards, and physical risks, including uneven terrain, adverse weather, aggressive animals, and working in confined spaces or open trenches, which require following basic safety precautions.

  • Duties require the physical ability necessary to work extended periods of time, properly use heavy tools and the use of stairs, ladders, and steep inclines to access work sites.

  • Duties may require the ability to drive and get in-and-out of vehicles repeatedly.

Qualifications and Additional Application Materials

  • Any combination of education and experience equivalent to six (6) years of stormwater-related operations, maintenance, and construction experience, or another relevant field

  • Must have a valid Montana driver’s license with a verified acceptable driving record, or the ability to obtain within 60 days of hire.

  • Must have a Montana Storm Water Pollution Prevention Plan (SWPPP) Administrator certification, or the ability to obtain within six (6) months of hire.
