The Town Manager is a Journeyman Lineman that provides electric services and, as needed, Operator Qualification (OQ) training to respond to gas emergencies and perform gas-related service tasks. They are responsible for overall service throughout their area. When services require additional personnel, they will coordinate and assist with the work as needed.

The Town Manager Combo in addition to the above, is responsible for overall electric and natural gas services throughout their area.


  • All NorthWestern Energy employees are required to adhere to company safety standards and the Code of Business Conduct & Ethics

  • Ensure all actions are consistent with Northwestern Energy's values, mission, and strategic business objectives

  • Communicate verbally to maintain safety on worksite and during emergency situations

  • Troubleshoot power outages, utility concerns and power quality issues

  • Perform low or high-voltage electrical work and meter-related service work as needed

  • Complete service work related to gas distribution, as qualified or experienced as needed

  • Perform sustained work at heights including on ladders and poles, and in buckets

  • Locate underground services

  • Delivery non pay notices and perform connects and disconnects for non-payment

  • Perform service temporary connects/disconnects at the customer's request

  • Install, maintain and remove overhead and underground utilities

  • Frame, install, or replace poles

  • Perform rubber-gloving techniques to safely service high voltage lines and equipment

  • Install and maintain Company lighting

  • Install and replace electric meters

  • Interact with the public and help resolve customer-billing and community involvement

  • Complete documentation as required

  • Assume leadership role in response to emergency situations

  • Plan projects and direct crews to complete work in day to day and emergency situations

  • Work as a team member to safely and efficiently complete work activities

  • Maintain access to utility equipment and facilities

  • Use of hand tools to dig or backfill holes/trenches for poles and underground services

  • Work overtime including call out availability for evenings and weekends 'especially in response to acute service needs

  • Required to OQ to Gas Responder Level

  • Respond from home to primary work location within 15 minutes

  • Lift and manipulate needed equipment weighing up to 75 pounds


In addition to the information above is required to:

  • Trouble shoot power or natural gas outages, utility concerns and power quality issues

  • Complete service work related to power and gas distribution

  • Install/replace meters to monitor electrical or natural gas consumption

  • Operate equipment, install pipe, and perform meter-related service work as needed

  • Wrap pipes and joints, hand-shovel, assist in scheduled leak surveys

  • Complete all OQ to Category IV with plastic and steel endorsements.

  • Drive to installation locations*

  • Adapt to changes as they are implemented*

  • May be required to have Operator Qualification (OQ) and must obtain Gas Responder within 6 months of hire if needed.

  • Appropriate OQ training to perform gas-related services and activities as stipulated by 49 CFR Part 192, necessary for gas event initial response

  • Complete NWE Gas OQ and HAZMAT programs within 6 months of hire (as needed)*

  • Weld and plastic fusion certified (as needed)*

  • Complete service work related to gas distribution as qualified or experienced*

  • Troubleshoot gas outages and local gas distribution or transmission problems*

  • Install/replace gas meters to monitor gas consumption, and perform gas meter-related service work as needed*

  • Operate equipment, install and wrap pipes and joints, hand-shovel dirt to backfill trenches, assist in scheduled leak surveys, and operate necessary tools*

  • Operate and maintain electric substations and switchyards

  • Read meters as needed*

  • Organize equipment and perform regular and preventative maintenance

  • Organize home facilities (shop/yard) and maintain cleanliness including light janitorial duties and preventative maintenance


  • High school diploma or equivalent

  • Journeyman Lineman

  • Complete NWE Gas OQ and HAZMAT programs within 6 months of hire*

  • Weld and plastic fusion certified (as needed)*

  • Valid Commercial driver's license and satisfactory driving record

  • First Aid/CPR Certification

  • Computer skills essential

  • Knowledge of applicable codes and safety policies/procedures

  • Demonstrate and maintain a good safety record

  • Willing to act as project foreman

  • Respond from home to primary work location within 15 minutes


In addition to the information above is required to:

  • Journeyman Lineman plus Journeyman Gasman

  • Meet "operator qualification" (OQ) standards to ensure qualification to perform assigned tasks including recognizing and reacting to abnormal operating conditions as specified in Title 49 CFR, Part 192

  • Complete NWE Natural Gas OQ and HAZMAT programs within 6 months of hire

  • Prefer ability to pass and maintain distribution weld and plastic fusion certification within 12 months
