[DNRC Logo.jpg] This position is eligible for the statutory increase that is effective July, 2024. * *Work Unit Overview: The Oil and Gas Conservation Division constitutes the staff of the Board of Oil and Gas Conservation. This quasi-judicial Board is responsible for the regulation of oil and gas exploration and development operations by industry. The Billings Office houses the technical and professional staff of the Board and is the principal repository of official documents and records of oil and gas wells drilled in the State. * Job Overview: * This position serves as a Field Inspector and is responsible for planning and conducting inspections and investigations of oil and gas drilling operations in the various Districts of Montana; providing technical assistance to operators, local communities, and interagency staff; and performing a variety of other duties as assigned. Inspections and investigations require the position to assess compliance, determine areas of deficiency or violation, and develop and recommend corrective actions to minimize public and environmental risks. Essential Functions (Major Duties or Responsibilities): These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent. _Inspections and Investigations _ * This position is responsible for planning, coordinating, and conducting inspections and investigations of oil and gas drilling operations throughout Montana to ensure compliance with rules and regulations; promote safe and responsible practices; and respond to deficiencies, violations, complaints, and emergencies. The position plans and conducts inspections of new drilling sites, active drilling operations, orphaned wells, and Underground Injection Control (UIC) compliance requirements; identifies deficiencies and recommends corrective actions; coordinates and conducts investigations in response to public and agency complaints, deficient reports, and direct observations; determines the nature and cause of operational problems; explains investigation results to operators and complainants; and monitors facility operations. Inspections and investigations require thorough knowledge of oil and gas well drilling, completion, and production practices, construction methods, safety procedures, and applicable rules and regulations pertaining to drilling operations; environmental mitigation and contamination prevention methods and techniques; oil and gas leasing and land ownership documentation; and working knowledge of seismic prospecting operations. These duties also require skills in GPS/GIS and manual map navigation, off-road driving techniques, and written and verbal communications as well as the ability to interpret and apply rules and regulations to unique field circumstances; conduct detailed inspections and technical analyses and develop logical conclusions; mediate contentious situations related to compliance deficiencies, complaints, and interpersonal conflicts between operators, surface owners, mineral owners, members of the public, and others; and identify and mitigate serious public and environmental safety threats in the field with minimal assistance and sometime under emergency conditions. *_Training and Technical Assistance _ * This position provides technical assistance to city/county officials, other field inspectors, operators, and interagency staff on various aspects of oil and gas regulation and site operations. This includes advising on grant proposals and project development efforts; providing training and support for other inspectors on specialized aspects of inspection and mitigation; advising and assisting well operators throughout permitting processes; and participating in ongoing training, research, and certification activities. This requires thorough knowledge of oil and gas well drilling, completion, and production practices, construction methods, safety procedures, and applicable rules and regulations pertaining to drilling operations; environmental mitigation and contamination prevention methods and techniques; oil and gas leasing and land ownership documentation; working knowledge of seismic prospecting operations; written and verbal communications skills; and the ability to interpret and apply rules and regulations to unique field circumstances. _Other Duties as Assigned_ This position performs a variety of other duties in support of ongoing division operations and activities. This includes coordinating special projects, attending meetings and conferences, participating in ongoing training and educational programs and other duties as assigned. *_Supervision -_ The position does not directly supervise other agency personnel. The incumbent may provide guidance to other Division staff in specialized permitting procedures and related activities. Minimum Qualifications (Education and Experience): The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to two (2) years of post-secondary education or formal training in petroleum engineering plus two (2) years of related experience OR a high school diploma plus four (4) years of experience in the oil and gas industry. Hydrogen sulfide safety training and UIC certification are required within three (3) months of hire. Required knowledge, skills, and abilities: This position requires thorough knowledge of oil and gas well drilling, completion, and production practices, construction methods, safety procedures, and applicable rules and regulations pertaining to drilling operations. The position also requires knowledge of environmental mitigation and contamination prevention methods and techniques; oil and gas leasing and land ownership documentation; mathematics; basic geology; and working knowledge of seismic prospecting operations. This position requires skills in GPS/GIS and manual map navigation, off-road driving techniques, basic operation of office software (e.g., word processing, database, spreadsheet, e-mail, etc.), and written and verbal communications. The position also requires skill in the use of pressure testing equipment, H2S monitoring equipment, and other scientific and safety devices. Special Information: Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
