Richland County Housing Authority Program Specialist in Sidney, Montana
Program Manager-•Assists executive director with program requirements.•Program solving between clients and managerial staff issues.•ACOP preparation and planning.•Administrative Plan preparation and planning.•FPHA SEMAP Certification preparation and submission.•PHA 5-Year and Annual Plan preparation and submission.•Keep updated on any HUD regulations or any other laws that affect program actions.•Review and evaluate Participant Files for accuracy and program compliance.•Review and evaluate Files for accuracy and program compliance.•Resolve problem cases and compile appropriate documentation; resolve issues in relation to income/household composition adjustments.•Plan, direct, monitor and coordinate work activities effectively and efficiently.•Audit eligibility interview of participants to determine tenant eligibility, tenant rent/income accurately, and all records/files required to ensure the accurate processing of cases which includes adjusting tenant files as needed.•Assure, through audit process, that all documentation has been verified.•Ensure departments comply with all applicable HUD and Agency Plan policies.•Make recommendations that affect policies, procedures, and practices concerning programs.•Refer exceptions to policy and procedure to the Executive Director.•Perform other duties as apparent or assigned.•Knowledge of federal, state, and local laws, rules, regulations, and ordinances related to all RCHA programs.•Knowledge of management, operational and administration practices, and procedures.•Knowledge of the social, economic, political, and physical factors influencing the development and management of Public Housing and Section 8 Programs.•Knowledge of mediation and conflict resolution practices and procedures.•Knowledge of personal computer operations including agency specific software systems.•Skill in motivating and developing team building within a diverse operation.•Skill in responding with tact, composure and courtesy when dealing with individuals who may be experiencing significant stress.•Skill in prioritizing and managing multiple tasks and projects simultaneously.(Program Manager continued)•Skill in assigning, delegating, reviewing, and evaluating work.•Ability to express ideas clearly when providing oral and written reports and recommendations.•Complete walk-throughs with new tenants and inspect turn-overs after maintenance and cleaning completion.•Has the ability to work closely and kindly with RCHA staff, including admissions, etc. •These responsibilities and duties may be altered at any time for any reason.
