Position Overview

Work Unit Overview: The Planning Department is responsible for long-range planning; administering subdivision regulations, floodplain regulations, and building-for-lease-or-rent regulations; assigning temporary addresses; technical land planning assistance; administering the Airport Affected Areas, Big Hole Conservation Development Standards, and Tall Towers Ordinances; and land use and development services in Madison County. The department supports the County Commission and Planning Board through administrative, research, policy development, and oversight activities. The Department staff assists the Planning Board, which advises the County Commissioners and the Towns of Ennis, Sheridan, Twin Bridges, and Virginia City.

Job Summary: This position provides administrative, technical, and clerical support to the Planning Department. Performing a combination of office administration, public relations, and permitting related assignments, this position is responsible for maintaining accurate documentation, providing assistance to the public, performing trained technical functions, and performing various other duties as assigned. This position requires some flexibility in scheduling for evening meetings.

Job Responsibilities

• Responding to telephone, in-person, and email inquiries including greeting and sharing information with the public on county policies and procedures; • Maintain and update database files as needed for the department regarding 911 addressing, subdivision documentation and other permitting documentation as assigned; • Composing and preparing office correspondence, memos, forms, reports, records, public notices and other materials from copy, rough draft, dictation and/or meetings; • Responsible for processes incoming and outgoing office mail; • Responsible for completing and maintaining equipment inventory and office supplies; • Responsible for preparing and mailing meeting agenda packets, sends and posts Planning Board meetings; • Responsible for maintaining database files for the department, including road names, temporary address assignments, subdivision improvements agreements and others as assigned; • Research related to property ownership, geologic and soils information, subdivision history, addressing and other topics as assigned; • Responsible for scheduling office equipment maintenance; • Responsible for using GPS equipment to locate permanent addresses; • Coordinates with Madison County Departments as to new subdivision road names; • Responsible for verifying adjacent land ownership information, including proper mailing address, and tax information through records in the Clerk & Recorder Office and Treasure’s office; • Responsible for notifying the Montana Department of Revenue concerning to cadastral mapping inaccuracies; • Preparing, processing and maintaining various records, reports, minutes and files; • Responsible for taking meeting minutes from Planning Board meetings; • Preparing reports and necessary permitting documentation related to regulations and ordinances administered by the Planning Department and Planning Board, as assigned; • Responsible for filing correspondence, reports, records and other materials within prescribed timeframes; • Responsible for maintaining bulletin boards with current materials, etc.; • Participates as an alternate to Exemption Review Board; • Verifying adjacent land ownership information and addresses; • Other duties as assigned.

Knowledge, Skills and Abilities

Knowledge, Skills, and Abilities - • Functional degree of computer literacy, especially internet browsers, email and standard office software such as Microsoft Office Suite. • Familiarity with GIS, basic map reading, and the ability to understand County geography.is preferable; • Familiarity with community planning and land use concepts is preferable; • Knowledge of office procedures including numeric and alphabetical filing processes, indexing procedures, business English, spelling and grammar, and basic math. • Ability to manage time and workload effectively, and coordinate with colleagues, agencies, developers, elected and appointed officials, and general public; • Must be well organized, people-oriented and able to communicate effectively using proper grammar and spelling. • Ability to learn quickly and retain information; Ability to work effectively and courteously with public and co-workers, handle multiple tasks at once, meet deadlines, and deal with conflicting parties or controversial issues, and; • Possession of a valid Montana driver’s license is required;

Physical Requirements

Physical demands: • Walking over uneven terrain; • Operating a personal computer and typical office equipment; • Ability to operate a motor vehicle on paved and unpaved roads; • Communicating effectively by writing and verbally via reports, email, in person, and by phone; • Lifting and transporting equipment weighing up to 40 pounds; and • Speaking to individuals and groups. Working Conditions: • Based in the Madison County Planning Office in Virginia City. • Core hours are 8 a.m. to 5 p.m., Monday-Friday. Some limited overnight travel and meetings outside of normal work hours; • Work is in a team environment, requiring collaboration with other departments and agencies both on-site and off-site; • Most work is in an office, with some outdoor field work and meetings; • Outdoor locations may require walking in rough and uneven terrain in all weather conditions.

Education Requirements

The position will receive essential training and requires minimum of a high school diploma and two continuous years of experience working with the general public in an office/administrative, land use, or technological field. A Bachelor of Science degree may substitute for work experience. Must have demonstrable experience with standard office programs (e.g. Microsoft Office suite).
