State of Montana Senior Manager, Clinical Services in Warm Springs, Montana

Job Overview: This position serves as the Senior Manager of Clinical Services and is responsible for the integrity and quality of clinical services and active treatment for patients at Montana State Hospital. The senior manager is responsible for providing direction and oversight of all aspects of clinic service programs at MSH including strategy, planning, development, and financial oversight. The senior manager will develop strategy, promote operational standards of excellence, and ensure services are well-coordinated across the continuum of patient care. This position works with the Senior Manager, Quality Improvement to ensure regulatory compliance and excellence in accordance with all federal, state, local, and professional standards. Hospital Program Management 70% * Develops and manages short- and long-term goals for the Clinical Services Department. * Provides oversight and coordination of clinical service programs for the Hospital including, but not limited to, clinical treatment services, residential services, rehabilitation services, and employees with varying levels of experience and professional credentials. * Utilizes best practices in patient services and care in creating, managing, and directing patients’ transitions from the hospital into community. * Develops and updates policies and procedures related to all areas of clinical services. * Coordinates multiple disciplinary approaches to provide patient treatment. Directs clinical services provided on treatment units and interaction with nursing and medical services ensuring quality of care and licensure compliance. * Synchronizes hospital treatment programs with those in the community to manage the transition of patients from the institution into community living. * Provides input to budgetary considerations relative to providing clinical services and hospital operations, manages budgetary allocations to the clinical services programs including, but not limited to, authorizing expenditures, payroll, and monitoring overtime costs. * Monitors appropriateness of services and quality management of referrals, uniform assessments, and treatment plans. * Actively monitors state and federal sources for new regulations or training requirements related to delivery of services, coordinating with various departments to ensure compliance. * Identifies potential program problems and develops solutions. 1. Supervision and Workforce Development 20% * Provides clinical support and supervision of MSH Clinical Services staff made up of program managers and licensed clinical service providers to ensure services are delivered to high quality. May plan and implement staff development programs. * Oversees direct reports including, but not limited to, providing performance appraisals, hiring, engaging in progressive discipline, and authorizing continuing education. * Establishes, assigns, directs, monitors, and balances employee caseloads. * Provides clinical insight to cases needing consultation. * Ensures dissemination of information through regular staff meetings. 1. Complaints and Grievances 5% * Ensures the provision of patient rights through coordination of hospital processes with patients and patient representatives. * Investigates complaints and concerns and responds accordingly. 1. Other Duties as Assigned* 5% * Maintains active role within the hospital senior leadership team. * Provides support to the Hospital Administrator/Chief Operations Officer. * Performs tasks related to executive-level hospital projects and other tasks as directed. * Represents the senior leadership group externally in all matters related to behavioral health. *Physical and Environmental Demands:This position is primarily office-based, but will include extended workdays and availability during nighttime and weekend hours. Routine and regular visits to the hospital patient units for managerial oversight and evaluation are required. This position can be stressful due to the variety of employees and patients interests which must be considered during decision-making. The position can at times include a demanding administrative workload. Knowledge, Skills and Abilities: (required for first day of work) * Expert knowledge in the management of clinical treatment programs within an adult psychiatric and/or mental health setting. Acute psychiatric hospital settings are preferred. * Knowledge of personnel management and supervision. * Skill in public speaking. * Knowledge of budgeting. * Ability to identify problems and research to develop and implement solutions. * Ability to effectively communicate both orally and in writing. * Strong interpersonal and communication skills with the ability to coach and motivate others to improve their knowledge and skills. Supervision The number of employees supervised is: 6 The position number for each supervised employee is: * Assistant Clinical Services Manager (32662) * Treatment Managers (32445, 32735, 32573, 32705, 32880) Minimum Qualifications (Education and Experience): * Combination of education and experience equivalent to a Master’s degree in clinical treatment such as nursing, psychology, social work, or rehabilitation therapy involving the treatment of adult psychiatric patients. * Current LCSW, LCPC, Behavioral Analyst License, or Psychologist License in Montana or ability to attain a Montana license prior to the first day of work preferred. * Five (5) years of work experience as a healthcare clinical manager / supervisor. * Other combinations of related education and experience may be considered on a case-by-case basis.
